Can not retrieve or send MMS. WAP is pushed

We are in Springfield TN. This phone was previously a prepaid phone then was switched over to a postpaid account (my husband who broke his phone)
He can text on it but he can not send or retrieve MMS messages. Also, I have all the data settings turned on but it says no network connection
I have done a network reset. The only thing I havent done is a factory reset
How can we improve?
