All you can do is check to see if that is a current option for your address.
In some areas POTS and LEGACY DSL have either been turned or being prepared to be turned off in near future thus accepting no new accounts.
All home service from a cable company is internet based (VOIP) as is about 80% of ATT hardwired footprint.
Note ATT operates hardwired service within select areas of 21 states where they are the ILEC. If a different company is the ILEC for your area will need to discuss what option(s) they have. This includes CenturyLink (36 states), FairPoint (17 states), Frontier (25 states), TDS (27 states), Verizon (9 ? states), WindStream (18 states) and other smaller operations.
What is your zip code?
Does ATT offer hardwired internet platform to your address?
If not desiring VOIP service which includes ATT HOME PHONE (the renamed Uverse VOIP December 2016) then your best and most likely option will be cellular home phone (land based cell tower service, no internet, no copper connection).
Just my thoughts…
