It’s very possible a traditional landline is no longer offered in your area. Have you tried going to att.com and place an order? Once you put in your address, it should show you what service is available.
ATT hardwired services are offered in select areas of 100+ markets within 21 states.
if ATT is not the ILEC for your area will need to look at the telco that is, some possible telcos could be CenturyLink, Fair Point, Frontier, TDS, Windstream, etc.
If ATT is the ILEC they may only be offering Uverse VOIP which was renamed to ATT PHONE in December 2016. This is an add on product to the internet service with the phone connection provided by the gateway that provides internet service.
