Problem with call blocking

I am having problems with Call Blocking.  I keep getting the following message:

"You do not have permission to change this setting. Contact the Primary Member listed on this account for access rights."

 

However I am the primary memeber on the account.

Account Number: [edited for privacy-please do not post personal or unique information such as but not limited to full names, employee ID numbers, email addresses, phone numbers, account numbers, etc.]     Patrick
When I check for linked accounts this is what I see
"You currently have 1 account(s) linked to your AT&T Access ID. "  So how can I not be the Primary Member?

Please do not post your account number for the public to see. Not a good idea for keeping your account safe.

I was able to resolve this problem by contacting AT&T through chat on their web site, I was lucky in that I found a very helpful and determined employee who wouldn't give up.  Unfortunately he was unable to fix the problem himself during our chat that lasted over an hour, but he assured me that he would escalate the problem and get it fixed, which happened about two hours later.  That level of committment is rare today, I wish it was possible to thank him personally.
