If you have U-verse it can only be done by accessing the phone features in your Myatt account. If traditional landline dial into the blocking options and listen to the instructions. Instructions and star codes for both can be found on the right side of this page.

If you have Comcast phone service you must access their website for their voice setting https://connect.xfinity.com/voice/settings/blockcalls;rand=8226415739318333 . Then un-check the Block all anonymous calls feature. Otherwise, unblocking anonymous calls cannot be done on your local phone. I think this feature is solely controlled by the cable service providing the voice-over-IP service.
