CRL82212 Restricted Code message on outgoing calls

My landline gets incoming calls, but when I try to make outgoing calls I get the error message "You have entered a restricted code" and then a busy signal. And yes, I tried unplugging the phone and rebooting the modem, and even had my provider (Spectrum) reset the system from their support page. According to them, the connection is fine. Any suggestions?

Take a corded phone and plug it into your modem and see if the same thing happens. My guess is it will.
