Problem reporting a home phone down

I am trying to request a technician for a home phone that is not working. This is for my 83 year old mother that is hearing impaired and relies on her phone for her lifeline. I have tried to request service online but the system keeps thinking it's my account that is the problem and will not let me move forward. I have also tried a different on line request, but told that I have to call in for service requests. I've been on hold now for one hour and 14 minutes with no response after being transferred.

Call wait times have exceeded two hours these past weeks, so you'll have to be persistent and patient. Calls are being taken and service calls are still happening, just a lot slower than usual.
