No AT&T phone service at my house

Recently,I went for the 3 phased bundle package. After the TV & Internet system was set-up the installer said the phone techniician would arrive shortly. The phone tech never arrived. I eventually called AT&T. I was expected to pay for the bundle package without phone service. I cancelled the entire setup. I don't understand why my neighbors have AT&T and we don't. There is a "AT&T" bos exteriorly. Why is my house not compatible for AT&T phone service?
