I would like to re-establish the calling-the-time phone number (853-1212)

Hi,

I really miss the ability to call a phone number and hear the friendly lady's voice tell me the time.

Who might I talk to about working with me to get it back up and running? It could probably be done for really cheap these days (Maybe $10k?) and I know a lot of old fogies like me would love to hear her again!

What if we just made a website with her voice? Would that be easier? Doable?

I see there's a number on the East Coast (202-762-1401), but that's in lousy pseudo-military time, and it's Eastern time anyway. I'm on the West Coast.

I guess the main thing I need is to get her voice software/database.

Time of day by phone I doubt you're going to get the announcement of the good old days. There's just too many places to get it, your computer, your phone, your atomic clock if you have one. The site linked is a government site, but it's universal time. This website gives you west coast time, but can't call for time.

Here's one that will give universal and mountain time 719-567-6742. Best I could find.

Google it.  You can still call for "Time & Tempersture" in many parts of the country.
