The line that feeds the NID and the NID itself belong to the phone company, you'd have to contact them.

I am not an AT&T customer. There are AT&T landline wires leading into an AT&T service box attached to the back of my home which are connected to a utility pole in front of my home. I want this equipment removed. I called 800.288.2020 but I don't know whether my issue was understood and whether anything was recorded or scheduled. I also tried the live chat at ATT.com but there is no option provided to report this issue.

It's a landline . There is no future for landlines in 2017. I understand billable.  I will hire someone to remove the equipment as soon as I find and speak to the appropriate city officials about the utility pole. I own my home and property. I do not plan to sell it and doubt that any future buyer would be interested in a landline.  It's interesting that Wow had no issue with removing their digital  line and service box.

There's a link on the right side of the page called "Report Line or Pole Issues" that may get you to the right place.
