AT&T terminal/equipment on condemned building

Owner of structurally unsound building must have it torn down.  There is some kind of AT&T equipment or terminal on the building that services the building next door (also owned by Owner).  AT&T service rep says the equipment cannot be moved (something to do with railroad tracks behind buildings).  Can't get anyone from AT&T to resolve this dilemma (building has to come down because it is not structurally sound).
