ATT 9357 in use light light keeps flashing

You never said what service you have. 

I use COX, as my phone service. But even when the phone is disconnected from the line, it does the same thing.

i fully disconnected the phone from the power and phone line, even took the battery out of the phone for a day,  and still the same outcome.

Is there a service center that I can send it to, or just get a new phone?

They're throw away's. If it's doing the same with no line plugged in it sure points to the base unit. I think you've pretty much exhausted all your options.
