Unplug the base and remove the handset battery for a couple of minutes. The only thing I can find on the lamp flashing is on page 7 of this manual

Thanks for the response.
I will try unplugging it from the power; I pulled the battery earlier for over 2 days and the same issue occurred; flashing blinker.
I will now unplug the phone and battery again and will get back with you tomorrow.
Thanks again

See re-initializing the handset and base: on page 20. There's nothing in the manual that directly addresses your issue.

Thanks again.
I went to page 20 of the PDF and it shows how to Call screening/intercept, Record a memo and message window display. I looked though the PDF and saw no mention of re-initializing the handset and base:
That would make sense, but in that document it was no mentioned.
This system does not come with additional phones.
When I originally purchased the system, I plugged the phone to the wall and AC outlet and it started working.
Would you please be so kind as the copy / paste the procedure that you saw and I will try it.
Thanks again.

No problem. I don't have a high level of confidence that will fix it. If it doesn't it's most likely the base. Just out of curiosity what service are you using?

I did this in the past and it still did not work:
If the above suggestions don’t solve the problem, try re-initializing
the handset and base:
1 Disconnect the power to the base.
2 Remove the handset battery pack.
3 Wait a few minutes.
4 Connect the power to the base.
5 Insert the handset battery pack.
6 Put the handset in the base to re-initialize.
Any other suggestions?

My guess would be the base is bad or it's something in your service.
