reconnecting to landline

Our phone was cancelled over a year ago, there is nothing due on the account.   We are considering reconnecting to have landline for emergencies and especially when cellular signal is not sufficient.  What steps are needed to have just a basic phone line, no frills, no long distance?  Is it possible to get the same number back?
