Phone call deal

I just got a phone call from someone claiming to be John at AT&T offering me a discount on my phone bill of $30 right away & then added an employee $10 discount right away and another $40 in February, but I had to agree to pay $149.99 to someone in order to get this discount.  Then I was promised more discounts would follow including receiving the $149.99 back at some point of time in the future.  I would love to have a lower bill, but all this paying upfront in order to receive the discounts had me feeling so skeptical that I refused the offer when asked my birthday, credit card number or bank account number.  I just don't give that info over the phone to anyone.  I refused the offer, but do wish to know if it was legitimate.

It was not legitimate. It was a scam.
