AT&T does partner with California Lifeline to provide discounted landlines, but they won't start the application for the Lifeline discount until the customer signs up for the undiscounted plan first, putting the customer in jeopardy of having to pay for service they can't afford if the discount does not go through or if, as so frequently happens, the application process is fumbled and takes three months to succeed. This is unacceptable. Cell phone companies are able to offer Lifeline plans contingent upon approval of the discount, and AT&T can do the same.
