Landlines billing

I have called at least 3 times to resolve a billing issue. I tried to sign up for landlines service but after being quote the prices it was never hooked up. I have received at least 3 bills and called everything to be assured the balance was now zero. Today I received a letter telling me if the balance of 36.28 was not received by the 5th of January it maybe be sent to collections. Again this service was never hook up. After this I will never order anymore service from At&t. The customer service dept. is useless.
