Home phone support for my grandmother?

My mom and I are trying to re set up my grandmother's home phone since she's recently been hospitalized, but she doesn't remember her passwords and she lives in San Francisco while we're in oklahoma. She owes an amount in back bills that we're trying to pay but no one in the customer service line is answering and I've been on hold for two hours. Is there any way for me or my mom(who hold my grandmother's power of attorney) to access her account without her?

You can call customer service to see, but if you're not on the bill as an account holder I doubt it.
