Contact Info Wanted for Waller TX Office

I lost phone service last week-end. My phone is dead. I have no dial tone. I filed a trouble report online. A repair technician was scheduled to come out last Tuesday. In my report, I gave instructions for the repair technician to send me an email message to establish a time frame for his arrival. I live in a rural area, about 12 miles outside of Waller (Texas). I have security gates. Whenever anyone needs to get access to my property, they need to contact me in advance to establish a time frame in order for me to be available for them so that I can open the gates to let them in. Also, living where I live, I do not get a good cell phone signal, so calling me on my cell phone is hit-or-miss. That is the main reason why I've kept my landline. That is also why I specified contact by email. I do still have internet access (obviously), as I do not get internet service from AT&T, but through a fixed-point wireless service that is completely independent of my landline phone system. The technician did come out last Tuesday, but could not get my attention to open the gates, as I did not know when he was coming.

I need to establish communication with someone with the office in Waller (Texas) in order to establish a time for them to come out. Can I get either a phone number or an email address for someone out of that office? I could meet with someone at the Waller office and lead them out to my house, if I knew when to meet them.

I find it very ironic (and very frustrating) that I am having so much difficulty communicating with people at the phone company.

I doubt your going to get a local phone number.  You may want to try your regional repair center, some say they have better luck going through them.  regional repair centers

I called this number:

1-800-246-8464

I got an automated system. I selected option 1 from the main menu to report a problem.

I then selected option 1 from the next menu, entered my phone number, and was told that my existing trouble report had been processed and that my service would be restored by Monday, May 20. It then hung up.

How do I reach a human on that number?

The regional centers aren't 24/7 So if you want to talk to a person today you'll need to call the national number, which you said gave you no satisfaction.  Sorry like you I'm a customer and know of no secret number.
