Unlock microsoft duo AT&T locked device

I received an unlock code from att, apparently I inserted a wrong sim card (outside USA and Canada) few unlock trials failed, I realized the mistake and inserted the correct sim card but didn't work, I got the message (Sim locked for operator : card 1), how can the code be reactivated?

Good morning, @Nabilito. We would be happy to help you unlock your SIM. It sounds like you will need a PIN unlock key. In order to get a PUK code and unlock your SIM, follow these steps:

  1. Log into myAT&T either online or through the myAT&T app.
  2. Go to your account overview and open the My wireless section.
  3. Scroll to My devices & add-ons and choose the device that needs a PUK code.
  4. Select Manage my device.
  5. Under See device options, select Get your PIN unlock key (PUK).

Dear Goodacre , i have no account with AT&T , i bought the  locked device at EBAY , I will not use The original AT&T SIM card , but a Canadian SIM card, During the unlocking process i was using a non US non Canadian Sim card by mistake , i am wondering what is the meaning of the message (SIM locked for operator : Card 1) , your support is appreciated
