can't add att.net email to Outlook 2019
I have tried POP and IMAP but nothing works on neither of my two other computers running Outlook 2019 and 2020
Incoming mail -
Server: imap.mail.yahoo.com
Port: 993
Encryption method: SSL/TLS
Require logon using SPA: (unchecked)
Outgoing mail -
Server: imap.mail.yahoo.com
Port: 465
Encryption method: SSL/TLS
Require logon using SPA: (unchecked)
I'm using a secure mail key password generated March 31, 2021 for Outlook 2010.
The Outlook 2010 works on a POP3 account using this key password (still even today).
This key password doesn't appear to work with Outlook 2019 using IMAP or POP on a new computer. Or my other 2020 Outlook.
I'm nervous about generating a new password and lose my only working computer with Outlook 2010 that can read my Email.

I understand your reluctance to delete the Secure Mail Key and create another one. The less you mess with Yahoo/AT&T the better off you are. But at this point a corrupted SMK is the most likely scenario IF you are using the correct servers. Maybe you just typo'd the Outgoing server but it should be smtp.mail.yahoo.com.
IMAP
imap.mail.yahoo.com (use Port 993 and SSL/TLS)
smtp.mail.yahoo.com (use Port 465 and SSL/TLS)
POP3
pop.mail.yahoo.com (use Port 995 and SSL/TLS)

What is a SMK? I have tried both 15 times with and without generated Key.
The POP account under outlook 2019 doesn't support in/out. It only supports one port: (Server). also doesn't say POP3.
I get same problem on my laptop using outlook 2020.

See the link I posted for the details on the Secure Mail Key (SMK).
Outlook certainly has settings for both port #'s if you're doing POP (or IMAP). They're both on the same Advanced tab on the email properties dialog.
