Yes, it's a scam, an old one. They've changed the message a little bit, but not much. Delete it.

First pass to identify scam, is to notice provided details about you. "Dear AT&T Member" says they don't know who you are. Some email application will show where "click to"-link points to, and (EDITED per Community Guidelines) clearly is not att's website.
