Outlook 2013 no longer can receive emails.

When we setup Outlook 2013, it can log into the POP3 and SMTP servers when clicking on the test button in Outlook. However, when we go back to the Inbox and click on the Send/Receive button, the program hangs when trying to log into the POP3 servers. We've tried pop.att.yahoo.com, inbound.att.net, and pop.mail.yahoo.com all to no avail. The email address is an old sbcglobal.net address. I'm not sure if that makes a difference or not. We can log into the web portal and that account is sending and receiving emails just fine. We cannot get the Outlook 2013 client to receive emails. It can send emails with no problems.

We ran the scanpst.exe repair utility on the pst file. That had no effect on resolving this problem.

I'm still having problems with Outlook. I went to another computer and setup an email client to see if the problem would follow to a different computer. It did. Any idea on how to resolve this problem?
