bellsouth.net email - locked out email for past month, need immediate fix

What do I need to do to get my email back? I have been locked out for almost a month now of my main email account. I have had this account for over 17 years and now I can't even access it anymore. I get a care code of 203.3. It doesn't even accept my login ID. I would like to talk to a real live person ASAP. The bots don't help at all. Contacting the FCC just would take too long, since I have to mail in an informal complaint. What are my other fast options? This is not my first question here.
