Is there a way to set this up?

I'll presume you're using the webmail version of Yahoo/AT&T email, signing in with a web browser to currently.com.
Here's what Yahoo says about the Trash....
By default, both the Trash and Spam folders empty automatically to keep your account tidy. You cannot change the Trash and Spam settings.
Yes, your presumptions are correct. But, at this time, after having already deleted some earlier, I still see trash from August 29th in the folder!
But when did that Aug 29th email actually get deleted? Was it a spam email? Sometimes I get emails with really old dates, presumably to get them to the top of the email inbox. I don't know how Yahoo's system works, if it's delete date, email date, some field in the raw email headers or what.
OR, Yahoo's stuff is broken. Let me check.....yep, Wednesday is a day that ends in "y" so it's entirely possible.
It would have been deleted within days of receipt -- immediately upon my reading it and determining I had no further use for it. So . . . Wednesday it must be!
