I was able to fix it with the help of a wonderful site called Experts Exchange: https://www.experts-exchange.com/questions/29003104/OUTLOOK-NOT-receiving-email-from-YAHOO-Error-0x80042110.html#a42012105
Basically, I had to change my POP3 to IMAP to solve the issue. So you will need to create a new account in your Outlook, and use the following settings:
Incoming Mail (IMAP) Server
Server - imap.mail.yahoo.com
Port - 993
Requires SSL - Yes
Outgoing Mail (SMTP) Server
Server - smtp.mail.yahoo.com
Port - 465 or 587
Requires SSL - Yes
Requires authentication - Yes
Your login info
Email address - Your full email address (name@domain.com)
Password - Your account's password
Requires authentication - Yes
It is the only thing that resolved it for me. Could not get AT&T to fix it.

Can try you to login to the webmail first and if that works, try checking the settings for your outlook.
AT&T E-mail POP Settings
POPServerSMTP ServerMail Ports
(requires authentication)

Update: Three days after reporting this, working with AT&T on 5 chat sessions, and one phone call, refusing to purchase the $15 per month Connect Tech services to fix a problem that is a Yahoo/AT&T issue, one chat session with OUTLOOK where I also refused a one-time charge of $99 to fix, AT&T has called back today and let me know it is a problem with their server and will take many more days to fix. They have escalated to their engineers.
Since I have already moved my email to an IMAP setting, I am not experiencing the issue anymore so I am no longer waiting on a fix, but if you are experiencing this issue, you need to point to this note as proof that it is a server issue that only AT&T/Yahoo can fix.

I have not been able to receive emails on my laptop since 2/15/17 (last received emails on 2/14/17). Using Outlook 2016. Reset the settings several times and they are correct. I get the following error message: 0x80042110: "Your POP3 server is providing inconsistent information. The number of messages returned by the STAT command does not match the number of items returned by the UIDL or LIST commands. Contact your POP3 or Internet service provider."
Apparently this is a problem with ATT and not with the outlook software app. Please let me know how to fix this. I need to be able to use my laptop for email!

Hi @Judilou,
Sorry to read of the trouble you are having with Outlook. We have limited troubleshooting assistance for Outlook but have an article that may help.
On this page you will see a section named Internet Hot Topics. You will find a link labeled Email Troubleshooting. Click on that, you will find troubleshooting information that may help. If you are on a browser, the link will be to the right. If you are on a mobile device, scroll down to find it.

I'll try this. My problem didn't start happening until 3/1/17. Same thing they escalated my call and then wanted me to pay Connectech a fee to fix it. I told them no. I pay AT&T $4,800 a year with all of the services (4 cell phones, U-Verse and Home Phone). They can help me with a little service problem for FREE.
