Someone signed up for AT&T internet using my email address
Someone signed up for AT&T internet using my email address. Trying to figure out a way to let AT&T know without calling and spending forever on hold. Replying to the email doesn’t work.
I’m really shocked that AT&T doesn’t verify email addresses during their set up process. I’v been emailed personal information about their customer including name, account number, mailing address, user name, etc.

I think you are not understanding the situation. I do not have an account. Someone entered the wrong email address when creating their account. There is no fraud. I’m sure it’s a simple error. However it is not cool that their personal information has been sent to me.
I am not a AT&T customer so I don’t feel like wasting my time calling a number to be put on hold forever. Is there seriously not a way for an employee to PM me regarding this? Or contact via email? @ATTHelp

This is unresolved. I’m still being emailed bills for someone’s AT&T internet service.

Stop beating your head against the really thick wall that is AT&T "support". You're expecting them to do something that should be a slam dunk. Yet they're not capable of understanding a simple issue and correcting it.
Clearly that customer is still paying their bill without the emails so they're going to keep coming.
Maybe USPS mail them a copy of the email and let them get angina trying to deal with it.
You gave it a good shot and tried to do the right thing but at this point I'd just create a filter and nuke those incoming emails.

Someone has opened ATT accounts in my name twice in the past 6 months. I made ATT aware of this. First time they got an iPad out of the situation. I'm still on hold with global fraud to see what the explanation is this time. Nevertheless, I've asked for some sort of block and this happened again. I'm not feeling protected.
