The owner of an IP router through which a phone connects (via Wi-Fi) could see the destination IP and protocols used, and unencrypted DNS requests that are resolved.  An AT&T Gateway really doesn't provide the customer with any tools to see it, other than the live State Table (showing active connections).  Some destination IPs and protocols can give you some idea what's being done through the connection, but only some, for some apps, and it's difficult, and nowhere near 100% accurate.

So, is it technically possible? Yes, partially, especially if there's a 3rd party router or firewall deployed with software for that purpose.  Is it practical for a typical customer? no.
