New password and access for an old email account

I have an old email account. The account has stopped allowing me to sign in to my email via a web browser but my iPad is still receiving email from that account just fine. When trying to access the account via web browser I now get a message saying  “Looks like you’ve tried to sign in unsuccessfully too many times. Recover your ID or reset your password to continue.“ Trying to reset the password takes me to security questions I have no correct answers for as the account is almost 20 years old. I am luckily still able to still get emails on my iPad and I oddly do have a different email address that is working fine on both my iPad and allowing me to access that account via web browser. 
Is there a phone number or other means of getting support for an email account so I can create a new password to access my email via browser and other devices?

We see that you need to reset your email password, thh13201.


At this time, we're unable to reset your password for you, but we're working to get that feature back up and running as quickly as possible. In the meantime, we suggest waiting 72 hours, then trying to reset your password.
