Lock e-mail account from password resets

I have an ATT e-mail account and it keeps getting locked with a message that two many incorrect password attempts were made.  The most recent time, the security questions were also cleared.  I want to prevent changes to the account unless someone has the password and or the passphrase.  I keep this info in a password vault.  I don't have an att phone, and the password profile page seems to indicate that it is a requirement to have one to rest the via text message.

The account should not be locked because someone who does not know the password tries logging in.  My password is sufficiently strong that even an automated attack is not getting in...
