Depends on your browser for particular steps, but typically, you go into your browsers settings, and set your home page there (a maddening issue, and why i hate ware added to lots of downloads, they reset home page settings without warning, and sometimes, make it so you can't reset them.back. Can be a real pain to remove them, too.)
With ie, go to the page you want, go into your settings for favorites, and choose Set as home.
Chrome is a bit more complicated, but not much.. you can either type the url manually, or use whatever is your currant page setting as your home page.
Firefox is similar. not really used any other browsers, but typically, the features are pretty sdimilar.

Your "home page" is the start up page when you open your browser (Firefox/Internet Explorer/etc.). Mine is Google News. Some like the AT&T/Yahoo news page. It can be whatever you want it to be.

How do I STOP getting start.at&t.net ad my home page? The news is out-of-date, the weather is from 20 miles away, and it's full of stupid, worthless ads. I used to have the Google search page ad my opening page, but my browser seems to.have begun hikacked by an update.

If you want the google search page as your home page then specify it to your browser's home page setting.
If you continue to use the start.att.net as your home page then fixed areas like the weather cannot be suppressed (well actually they can but that beyond the scope of this discussion). However you can use a an ad blocker extension/add-on to suppress most ads (they would appear as white space where the add would have appeared).

It's nice to know that I can use an ad blocker to replace most of the ads with white space, but why should I have to? Why can't I block the whole thing - especially when the news is a day or two old and the weather is for the wrong place?
What's next - having to listen to ads when I make phone calls?
