We recommend that you use our Smart Home Manager App. Under the section about Smart Home Manager Features, the is more information about Parental Controls.
The parental controls allows you to set up profiles for each device, and it will allow you to block certain websites and set up time limits for those devices.
Though there are many programs out there to assist with this, they are not guaranteed and require to be installed on every single device. Kids (assuming this is whom you mean to block), are very adept at getting around such censors to view what they choose. Growing up in the technology age they quickly learn the ins and outs to do what they want.
So the only true block is not having personal devices (computer, phone, etc.) that could access such content in the first place.
Not true, Firewalls normally will allow you to enter the URL's of websites that parents want to restrict. Looks like ATT doesn't want to stop anyone from accessing harmful porn sites.
But people are accustom to getting around firewalls as the younger generation becomes more tech savvy than those that proceeded them. So you can restrict as best you can, but it is not perfect. And curious young people tend to find a way.
It is NOT AT&T's job to stop anyone from accessing adult content. They are not the "censor police". It is up to individuals to manage their own household. They do provide a tool (smart home manager) for you to use, but they it matters not to them if you access those sites or not as long as it doesn't cause issues with legal access for them.
But ATT is the internet provider, and they provide an app to manage my home network, there is a 'firewall' setting, where there is a 'Parental Controls Option' but no way to enable/disable or setup. I agree they should not restrict any website access, but they should provide the means for the home network admin to do so.

@ATTHelp, on the Smart Home app there is no where to 'block certain websites' as you say, only to setup restricted time periods.
