I cannot send email from my ATT.com/Yahoo.com account.

In the webmail? What happens?
The same thing happens when I try to send it from Yahoo.com.
But what is that "same thing" in more detail? Again what happens? Just saying "I cannot send" conveys no information on which to base any suggestions. Does it send and you get a bounce back message? Does it not send, you get no bounce back message, and the email just disappears into the "ether"? Or is it in your Sent folder?
What happens when you send an email to yourself?
And again, I'll ask are you using the webmail (att's, not interested in yahoo's) or an email client app (e.g., Thunderbird, Outlook, mobile email client apps, etc.) setup to use the att servers (again not interested in yahoo's).
