Do not have a Forwarding option on my att.net email account?

My att.net email accounts stopped working on my Outlook 2016 client as well as all my mobile devices. Get the send/received error. I cannot setup a new app either. I can only access my email from the att.net web portal.

AT&T support has been a nightmare, and I finally spoke to someone who said if it works from the web that's all they can do. 

So, while I get an Xfinity account set up, I'm trying to forward my emails to my gmail account that actually works. However, there is no "Forwarding" option in my att.net settings!!

Please advise . . .  quickly, if possible.
