Do not have a Forwarding option on my email account?

My email accounts stopped working on my Outlook 2016 client as well as all my mobile devices. Get the send/received error. I cannot setup a new app either. I can only access my email from the web portal.

AT&T support has been a nightmare, and I finally spoke to someone who said if it works from the web that's all they can do. 

So, while I get an Xfinity account set up, I'm trying to forward my emails to my gmail account that actually works. However, there is no "Forwarding" option in my settings!!

Please advise . . .  quickly, if possible.
