AT&T email - "Restore and Upgrade"

I received an email from AT&T Support Service <[email scrubbed]> that reads as follows:

Dear User

We recently upgraded our Server to 500 GB inbox space. Please login to your user account to validate mail storage your outgoing mails won't be delivered by our server unless your email account is confirmed. Please click on Restore and Upgrade below to restore your email access

Warning: Failure to comply within 24hrs might lead to permanent deactivation.

The punctuation and syntax are a bit strange and it appears that it may be a phishing scam. Is this a legitimate email that I am required to respond to?
