AT&T blocking smtp.gmail.com

I just hooked up U-verse and can't send e-mail using Gmail from my computer when I'm at home.  (Works fine when I take my laptop somewhere else.)  Connecting to Gmail IMAP is fine, and iCloud SMTP and IMAP and Exchange server too.  So it's a problem specific to Gmail SMTP, and, again, this problem only occurs when I am on my home network.

 

When I do a traceroute, here's what I find:

 

traceroute to gmail-smtp-msa.l.google.com (74.125.28.108), 64 hops max, 52 byte packets

and so on.  Same with ports 993, 465, and 587.  Whois tells me that 12.123.132.229 is an IP address owned by AT&T, so it looks like my outbound gmail is being blocked by an AT&T machine somewhere!
 
I just spent 75 minutes on the phone with (800) 288-2020 and discussed the problem in detail with 6 different people.  Each of them wanted me to pay $15/month for phone support or had never heard of traceroute, or both.  How can I get a hold of someone at AT&T to address this problem with their network?
