West Virginia is NOT one of the 21 states where ATT has hardwired internet access, a condition to qualify for the $10 a month ACCESS internet program.
You will have to look at the ISPs that provide internet service where you live, I suspect this will be Frontier who purchased Verizon operations several years back (2010).
On July 1, 2010, Verizon spun off New Communications Holdings, Inc. and its holding company New Communications ILEC Holdings to Verizon shareholders, which then merged with Frontier Communications. Included in the sale was Verizon West Virginia, among other select Verizon landline properties, which became Frontier West Virginia, Inc.[2] The company operates separately from Citizens Telecommunications Company of West Virginia, the existing Frontier provider in the state.

IF your using ATT wireless cell phone service for your internet, that would not qualify for the program / pricing your asking about. Need to be within ATT landline service area to qualify.

If you have snap you can get 10 dollar internet. With 6 kids and no job surely you qualify for snap.
