Who has authority to accept an order?

I am trying to get an ATT DSL Access account billed correctly.  Since I had it set up and gave ATT access to my bank account to make automatic payments, they keep finding ways to change their rules, put me on EBB and now want my ACP benefit, and charge me $129 per month for my phone and internet, or the last two months charge me $99 when my phone is supposed to be $39.95 and $10 for my DSL Access internet, which I can barely afford $50 per month with my low income level, but I do get SNAP and Medicaid, which all qualify me for DSL Access on the Copper Wire system.  I cannot find anyone after spending THREE full DAYS calling and calling and getting transferred, the same numbers quoted that can supposedly help me, filling out applications that there is no way to send back via internet or e-mail, documentation of my poverty status, etc.  WHERE IS AN OFFICE IN THE USA that can accept e-mail and receive this stuff and put me on the original DSL account that I had when I bought this mobile home in 2006?  I do not want, nor can I access the fiber-optic system.  This neighborhood is all COPPER WIRE and DSL only.  I only want to pay the $10 per month for DSL ACCESS program, not being gouged for $50 for something they cannot and won't provide!
