TERRIBLE WIFI-SLOW, unresponsive and has to be reset multiple times

We have the elite/fastest package offered! Our wifi is AWFUL! It took us four hours of REPEAT resetting everything today to have it partially connect and halfway work and it happens OFTEN! It’s SLOW. 

Home manager app also doesn’t accurately show what’s connected and what’s not.

AT&T ELITE may be the fastest package offered to you, but IIRC, ELITE would be 6 Mbps Legacy DSL.   You may be in one of those areas where AT&T hasn't found it to be cost effective to build a VRAD/DSLAM to provide service using a more capable DSL protocol over shorter runs, let alone drop fiber.  If this is the case, what you have is likely not going to get much better.

You may wish to explore other alternatives.
