Internet issue

I am have internet issues and when I use my app. It says everything it working, yet my art tv is not working.  Art tv have not direct phone number it take about 45 min. To get to someone.  Prior to calling I reset my internet and now my receiver box, when I talk to someone we go through the same things again.  I am tracking all the time sand dates I am hanging on the phone when nothing work.  Do not get at&t unless you are in a fiber optic area, new home are it is a rip off.  Any one else have the same issue.
