internet and landline service

i pay $117/month for the slowest service ever. my download test is between 2.5-4.4 megabits per second and upload of .5-.6 mbs on the AT&T speed test. AT&T HSI ELITE.

my parents live 15 miles from Eau Claire out in the country and have had fiber optic for 7 years and pay only $87.00/month with caller ID, spam call blocking, landline and internet.

why can't i get better service living a major city?
