how to you voice you complaint about numerous problems with AT&T service

I had problems with my internet and after calling customer service and was told that I wasn't getting service into the house but had to wait FOUR days for a technician as they were short of technicians in this area. The tech, who was great said there was NO shortage of technicians and told me that it was my modem router, not the service to the house. I also found out that I could not have gone out and bought a modem/router at a local store as they don't carry them. We have had problems with the new modem/router from at&t almost since the start. Yesterday I was on the phone for 49 minutes about adding service to our home in Florida and still did not have a "best price" for Uverse internet service. I have never had great service from AT&T, including just trying to update my name on my account after getting married.
