Fixed Wireless Internet

I live in a rural area and have been trying to get Fixed Wireless Internet, when I contact At&t they tell me that it is not available at my location because Uverse is available so I do not qualify for the Fixed Wireless Internet. The problem is the Uverse is only available with speeds up to 768kbps whereas the Fixed Wireless Internet is guaranteeing speeds of 10mbps, why won't At&t offer the Fixed Wireless Internet to me also.  At&t say that its not available at my location but that's not true, the real reason is because I can get Uverse at dial up speeds. I know the Fixed Wireless Internet is available because my close neighbor was able to get it as he couldn't get the Uverse, I guess he was lucky.

is there any way to wade though the muck and talk to someone that was helpful??

I understand that, it just doesn't make sense that At&t would not bend the rules because the Uverse signal is so slow (768kbps max). It would make sense to take that into consideration when determining qualification, seems like that should be up to the customer

Has anyone ever resolved this issue with slow to no internet w copper and needing fixed wireless?????
