Question for Engineering Team about Plans for Lake Tyler East/Chapel Hill Texas

So I've been through every avenue with AT&T I know to take, with zero results.. I live in 75707 zip code with AT&T undergrounds lines saturating the whole area, and every few houses or so AT&T supplies service and the others they do not. This is even the case on my street witch is a cul de sac consisting of 13 homes. There's a number of house that have AT&T internet and home phone while others are told, like myself, we cannot have services. I've went through address validation and all that with one excuse after another.. So now i'd like to know what are the plans for AT&T in my area, with the current lines laying underground and or future lines being laid. Currently my only option with phone and internet is Satellite.. No one from the engineering team will call me and my last post on here was snatched by a sales rep for AT&T with the same information readily available online.... My hopes now is an actual engineering specialist will respond with some insight and talk to me straight.
