how to get service in my area

I have been told by our city officials that no other service providers are interested in our area besides Spectrum. I live in Treasure Island FL and believe that it is a very worthwhile endeavor. Is there someone I can reach out to about providing service to the coastal areas of Pinellas County FL? Thank you.
