Can I get faster internet

I currently live in a rural area of Florida and my only internet option is ATT Uverse internet with a max 12Mbs download and 1Mbs upload.  Less than a mile up the street the offer the residents faster speeds and the option for Gigabit internet.  How can I get this at my location? Is there a charge to install and what would it be?
