Can AT&T dig up my yard just because my neighbor has an extended concrete driveway?

This morning I noticed that a AT&T fiber rep pulled a cable out of the AT&T box from my front yard and ran a cable along the neighbor’s extended driveway. Can they dig up my lawn just to bury my neighbor’s fiber?

I hope they are not thinking about digging up my lawn where my sprinklers are located as well as my main water line. They can cut that cement up and patch just like they did mine when I got fiber.
