Being billed for no services and canceled plan

I was originally going to chose At&t for my internet and cable, however, they cant provide internet in my location and I would have to go through a third party with them. I didnt like that idea so I cancelled the plan before any installation was done by any at&t tech at my house. A month later I received a bill for phone and internet; I never wanted phone. So I called at&t and explained to them the no services were installed or being used in this house because it was never installed. They claimed to have canceled it that day because originally the system failed to send my cancelation plea to the main department. Ok, should be canceled right? Wrong, because here I am with another bill. Any help or tips would be greatly appreciated because I dont understand how at&t can charge someone without having their services and without a contract.
