ATT says they don’t offer me service but county utility department does

So I purchased a newly-built home (January 2020 finish date). I called every single provider in the area (ATT, Comcast, Chater, and location specific ones). They all told me that they do not service the area. Some referred me to ATT as the provider. The odd thing is that there are ATT fiber/service units up and down the street. Also, older houses up and down the street are eligible. I talked to my county utility office, and they told me that ATT is my provider. I’ve spent hours on the phone with ATT. They don’t know who to call. I’ve been through Tech Support, Movers, and U-verse. None know what to do. I’m hoping someone here does. Is there an engineering number I can call? My only other options are data-capped and over-priced satellite options. That doesn’t seem right though because multiple houses down the street can get ATT as a provider. What should I do? Thank you. I’ve been with ATT since it was kind of Bell South, so I don’t want to change.
