Arris NVG599 Passthrough Setup for Eero Pro 6E
I have the Internet working on the Eero Pro 6E and I have passthrough setup. Do I need to change anything? Speedtests show 90mbps but downloads are slow for files and only reaching about 26mbps. I can't tell for sure if the Eero is giving out the IP addresses or it the Arris is: This is my ip address connected to the Eero. Link-local IPv6 Address . . . . . : fe80::8d0b:bf7:c92:d78c%4
IPv4 Address. . . . . . . . . . . : 192.168.4.24
Subnet Mask . . . . . . . . . . . : 255.255.252.0
Default Gateway . . . . . . . . . : fe80::6697:14ff:fe16:6db2%4

but on the IP Allocation tab, it shows this: 192.168.1.64 / eero

I'm just trying to find out if I need to turn off any other settings....like in the Subnets and DHCP setting page.....

No, you do not want to touch "Public Subnet" or "Cascaded Router". Leave DHCP server on (or your IP Passthrough will timeout on its next renewal).
Do check:
1) That your Router has a LAN IP space other than 192.168.1.0/24. From your first post, it appears that your client got assigned an IP of 192.168.4.24, with a Default Gateway of 192.168.4.1, which means the eero is working on 192.168.4.0/24, and that is perfectly fine.
2) That your Router's (eero's) WAN IP address is the same as the Gateway's public (which ensures that IP Passthrough has activated correctly).
3) Check that the Interface speed between the Gateway and your eero router has negotiated at a Gigabit speed, rather than 100 Mbps. Check from both ends.

1. All of the computers are getting the 192.168.4.X addresses. and the default gateways on each computer are like that also. The only device that gets a 192.168.1.x is the Arris 599.
2. This appears to be the same in both the Arris 599 Home Network Web Status page and in the Eero app's Wan IP address; They both show the same external IP address of 104.XX.XX.XX
I was concerned about about the Subnets and DHCP settings tab page on the Arris 599 because it shows that that DHCP section is turned on and giving ip(S) to the scope that it is on 192.168.1.XX. However, the only device connected to the Arris 599 port is the 1 Eero that the Eero app says is the Gateway and shows that 104.xx external ip.
3. The Eero App shows that the Internet wired connection (Eero to Arris NVG599) is 1 Gig.
3b I'm not sure how to check the connection from the Arris NVG599 to the Eero.

Proper behavior is that the NVG599 give IP addresses to anything directly connected to it, which is limited to the eero. The eero gives IP addresses to things directly connected to it, so everyone is getting 192.168.4.x, and that is good.
The WAN of the eero is the public, so that is good. IP Passthrough has worked.
I never had a NVG599 (I only had a 589 for a few months several years back), so I don't remember where the LAN interface speeds are on it. Sorry, but if the eero shows gigabit, that should be okay.
So, back to the speed:
1) Have you ever tried a speed test while connected directly to the 599?
2) Have you tried a speed test using the Smart Home Manager (which does a gateway speed test and a client speed test back to back)?
3) When you are doing speed tests and/or downloads, are you on a wired connection to the eero or wireless? Have you tried the other for comparison?
4) Can't believe I didn't ask this before: What speed service are you paying for?
5) Your download speeds... how are you getting those numbers? Are you sure they're in megabits per second (vs. megabytes per second)? I ask because download often show MB/s instead of Mb/s, and that's nearly an order of magnitude difference between the two.

'm pretty certain that the 589 and the 599 had the same Web Interfaces...except that maybe the 589 didn't have Wi-Fi 5 (ac).
Anyhow, I have the Internet 100 plan and am on VDSL2. Before switching to the Eero Pro 6E, I was getting anywhere from 50-99 Mbps when downloading video files from YT. Now i'm only getting an average of about 24 mbps downloading those files via 4K Video Downloader. I have an Asus PCI Wi-Fi 5 adaptor and it is connecting to the Eero at the same speed as I was getting connected to the Arris 599's wi-fi. The connection speeds are anywhere from 867mpps to 1300 mbps.
I have tried downloading with and without 4K Video Downloader and different Websites and different file types and sizes. They are all doing the same thing about 26mbps. I did a so-called test file from Google and it was going at about 80 mbps.
1. No, I have not tried to test the speed yet connected directly to the 599 yet.
2. Smart Home Manager: I have not tried that yet after the Eero setup because my father's account is locked for too many bad logins it says; It doesn't reset itself I guess.
I will try to fix his password issue with that.
3.. I tried both, wired and wired connections to a satellite mesh Eero Pro 6E and the same speeds. The Ethernet gets 1 gbit. The Eero that I tried wired/and wi-fi, is only 1 wall between the Eero Gateway. I will try connecting directly to that Eero both wired and wi-fi to see if there is any difference. I will also try turning off the 2 other Eeros and test.
4. I've tried speed tests from both wired and wireless. Some sites will show 90mbps and then others will show 50ish. Upload speed tests are pretty consistant at 17-21mbps. Speedtest.net; oakly etc.Internet Speed Test – AT&T Official Site (att.com) shows 49 mbps that I just ran twice for the device test. I can't login to that website to test the gateway speed. AT&T Speed Test (myspeedcheck.net) shows 51mbps and 19 mbps upload.
I also look at 4K Downloader and it displays the mbps and of course the speeds fluctuate.
Task Manager in Windows also tells you the download speed.
And yes, it is megabits per second, thanks.
I will have to test downloads using a VPN connection to see if at&T and/or Youtube, and others are throttling my downloads.

Being connected via wire to a satellite Eero is essentially the same as being connected via Wi-Fi to the base, unless that satellite Eero is using wired backhaul (which I am assuming it is not), i.e. you're subject to Wi-Fi issues (interference, etc.).
If you can get logged in to the Gateway and go to its Broadband tab, get the line statistics (sync rates, attenuation, noise ratios, etc.); take a screenshot and post here. I want to see what your line potential is.

Eero doesn't let you into it's gateway like the Arris does,
but I can get into the Arris NVG stats for broadband:

Okay, that looks good; you've got combined sync rates of 110 Mbps down and 22 Mbps up. It appears you're showing stats for a couple of days and your FEC are quite reasonable and your CRC is zero, where it should be. So, no line problem to speak of.
Looks like you've download about 60 MB since your stats reset. I'm assuming that last picture is telling you that you have a download of nearly a gig and it doing to take it 4 minutes at the currently observed 27 Mbps rate to complete. Is that right?
